MINISTRY DIRECTIVE No. 6
Reorganizing the Ministry of Reconstruction and Infrastructure.


WHEREAS Her Majesty, by Proclamation bearing date at Zalae, December 4, 2017, was pleased to proclaim that a Privy Council-level Government Ministry shall be created and established within the Realm, called the Ministry of Reconstruction and Infrastructure, and

WHEREAS Her Majesty, by the same Proclamation was pleased to proclaim and charge the aforesaid Ministry with overseeing the task of rebuilding the national life on a better and more durable foundation, dealing specifically with construction, housing, transportation, infrastructure, demobilization plans, and labor relations, and

WHEREAS Article 2 of The Statutory Instruments Act provides, "Acts of a Minister of Her Majesty's Government providing for regulations of a general or permanent character in implementation or execution of constitutional or statutory powers, shall be promulgated in the form of Ministry Directives. Each Ministry Directive shall take effect upon signature of the respective Minister, as applicable. Two or more Ministers may promulgate a Joint Ministry Directive if circumstances warrant. All Ministry Directives shall be publicly published, except where publication of which may be prejudicial to national security as Her Majesty's Government may decide,"

NOW, THEREFORE, I, Gerhardt Eugen Seydlitz, by the authority vested in the office of Minister of Reconstruction and Infrastructure, do hereby direct:

1. That the Ministry of Reconstruction and Infrastructure shall be re-organized, as follows:

a. Office of the Minister
b. Office of the Senior Deputy Minister
c. Office of the Deputy Minister for Communications and Information Technology
d. Office of the Deputy Minister for Reconstruction
e. Office of the Deputy Minister for Labor and Employment
f. Office of the Deputy Minister for Housing
g. Office of the Deputy Minister for Air Transportation
h. Office of the Deputy Minister for Railways and Land Transportation
i. Office of the Deputy Minister for Maritime Transportation
j. Office of the Deputy Minister for Heritage and Environmental Conservation
k. Office of the Deputy Minister for Transportation Security
l. Office of the Deputy Minister for Infrastructure
m. Office of the Deputy Minister for Energy
n. Office of the Deputy Minister for Petroleum
o. Office of the Deputy Minister for Water, Waterworks, and Waterways

2. That the Office of the Minister shall be organized as follows:

a. Office of the Chief of Staff, with the rank of Senior Deputy Minister
b. Office of the Deputy Chief of Staff, with the rank of Deputy Minister
c. Office of the Secretary to the Ministerial Staff, with the rank of Deputy Minister
d. Appointments Secretary
e. Correspondence Secretary

3. That the Office of the Senior Deputy Minister shall be organized as follows:

a. Office of the Deputy Minister for Administration, head of the Bureau of Administration
b. Office of the Deputy Minister for Finance, head of the Bureau of Finance
c. Office of the Deputy Minister for Legal Affairs, head of the Bureau of Contracts and Legal Affairs
d. Office of the Deputy Minister for Planning, head of the Bureau of Planning and Design
e. Office of the Deputy Minister for Procurement, head of the Bureau of Procurement
f. Office of the Deputy Minister for Development Liaison, Vice Chairman of the National Planning and Development Council
g. Office of the Deputy Minister for Public Information, head of the Bureau of Public Information
h. Office of the Deputy Minister for Research and Statistics, head of the Bureau of Research and Statistics

4. That the Deputy Ministers may organize their respective offices as they shall require, subject to the approval of the Minister.

STATEMENT - Appointments to the Government Corporations.


ZALAE --  The Ministry of Reconstruction and Infrastructure welcomes the issuance of an Order-in-Council appointing certain Privy Councillors and Ministers as President and Chief Executive of certain Government Corporations, duly funded by Her Majesty's Treasury, all in accordance with the Economy Act, 2017.


The Minister of Reconstruction and Infrastructure, Gerhardt Eugen Seydlitz, was, by the same Order-in-Council, duly appointed as President and Chief Executive of: 

CapuGas, a government-owned oil and natural gas company
Royal Energy Company of Caputia, a government-owned provider of electricity
Royal Railways Corporation, a government-owned railway management and construction company
Caputian Construction Corporation, a government-owned general construction company
Caputian Cement Corporation, a government-owned cement manufacturing company
Caputian Gold Corporation, a government-owned gold mining company
Caputian Paper Corporation, a government-owned paper recycling and manufacturing company
Caputian Petrochemical Corporation, a government-owned petrochemical industry company

As the law provides, the appointed President and Chief Executive shall possess full authority, subject to law, to govern the affairs of the said government corporation.

In accordance with the Economy Act, the Prime Minister shall be ex-officio Chairman of the Board of Directors of the aforesaid government corporations, and the Cabinet shall constitute the Board of Directors of the aforesaid government corporations.



Minister Seydlitz has stated that he intends to immediately utilize these government corporations to hasten Caputia's reconstruction, as well as its infrastructure and economic growth.

STATEMENT - Meeting of the Senior Leaders of the Ministry of Reconstruction and Infrastructure


ZALAE --  The Minister of Reconstruction and Infrastructure convened another meeting of the senior leaders of the Ministry, in order to ensure alignment of purpose and focus on pressing and immediate matters. This meeting of the senior leaders was also a joint meeting of the government corporations of which the Minister of Reconstruction and Infrastructure was President and Chief Executive.

STATEMENT - Demise of the Imperial Alexandrian Crown


ZALAE --  The Minister of Reconstruction and Infrastructure joins Alexandrians and throughout Micras and the Imperial Family and House of Carillo in mourning the death of Emperor Edgard II. The late Emperor of the Alexandrians was a great leader who had served the Alexandrians well throughout the course of his long reign, and was generally well-regarded by members of the international community. Minister Seydlitz reminds Caputians of the services performed by the late Emperor, the Imperial Government, and ordinary Alexandrians in helping conclude the Civil War and in bringing the Kingdom towards a new era of peace and prosperity.

STATEMENT - Granting of Royal Assent to the National Road Infrastructure Act.


ZALAE --  The Ministry of Reconstruction and Infrastructure welcomes Her Majesty's Grant of Royal Assent to the National Road Infrastructure Act.

This important measure defines the structure of the National Transportation System, provides for the differing kinds of highways, routes, freeways, and roads, and authorizes the Ministry of Reconstruction and Infrastructure to perform acts necessary for the implementation of this legislation.

Minister Seydlitz has expressed the readiness of the Ministry and its people to do their utmost to implement the measure, now that the bill has become part of Caputian law.

STATEMENT - Meeting of the Senior Leaders of the Ministry of Reconstruction and Infrastructure


ZALAE --  The Minister of Reconstruction and Infrastructure convened another meeting of the senior leaders of the Ministry, in order to ensure alignment of purpose and focus on pressing and immediate matters. This meeting of the senior leaders was also a joint meeting of the government corporations of which the Minister of Reconstruction and Infrastructure was President and Chief Executive.

At this meeting, in accordance with Article 4 of the National Road Infrastructure Act, as previously discussed, construction of the following was approved, thanks to funding from the Imperial Investment Bank in Caputia:

*Royal Highway: *Čečńa–Nickburg-Potola-Koldoff-Attiruis-Zalae–Macsen-Judah highway
*A tunnel for road and rail between Zalae and Attiruis

*Attiruis–Čečńa high-speed railway
*Old Colgrad–Alpenburg–Weanburg-Zalae highway
*Old Colgrad–Alpenburg–Weanburg-Zalae high-speed railway

The construction of the foregoing were awarded to the Caputian Construction Corporation and Royal Railways Corporation.

Senior leaders were advised by the Minister to provide their respective comments on proposed infrastructure projects:

*Petrynsk-Tonar-Lewisburg Royal Highway
*Orno-Guronga-Lindsmouth Royal Highway
*Judah-Viedma-Uraff-San Luis Royal Highway
*San Luis-San Francisco Royal Highway
*construction of a bridge southwest of Zalae, linking the ruins of Innerschwand in Northpass and Lindsmouth in Hamland

The Minister received reports on the progress of the operations conducted by Caputian Armed Forces assets seconded to the Ministry. Deputy Minister for Housing Tipper Celsus-Gerulf reported that most housing to date was constructed on private initiative.

Deputy Minister for Energy Tomasz Reuvien reported on the hydroelectric gravity dam that spans the Rodinia River southwest of the city of San Luis, which would significantly increase Caputian energy supply. Deputy Minister for Economic Development Iveta Domingos reported on the Port of Judah expansion and dredge project and its increased capacity and improved connections to nearby roads, airports and railways.

Engineer Jeong-Hun Gustavsson, Deputy Minister for Railways and Land Transportation, presented a report on the condition of Caputian land and railway lifelines and assets.

Deputy Minister for Transportation Security Colonel Aries Albrecht presented recommendations on the creation of a transport police and Highway Patrol, in accordance with Article 3 of the National Road Infrastructure Act.

Caputian corporations of which the Minister was President and Chief Executive, through their respective Management Committees, likewise reported on their operating conditions, as well as their recommendations to the Minister.

Implementing the Strategic Petroleum Reserve Act.


WHEREAS Her Majesty, by Proclamation bearing date at Zalae, December 4, 2017, was pleased to proclaim that a Privy Council-level Government Ministry shall be created and established within the Realm, called the Ministry of Reconstruction and Infrastructure, and

WHEREAS Her Majesty, by the same Proclamation was pleased to proclaim and charge the aforesaid Ministry with overseeing the task of rebuilding the national life on a better and more durable foundation, dealing specifically with construction, housing, transportation, infrastructure, demobilization plans, and labor relations, and

WHEREAS The Strategic Petroleum Reserve Act authorizes the Minister of Reconstruction and Infrastructure, "to create a Strategic Petroleum Reserve for the storage of up to one billion barrels of petroleum and petroleum products, and adequate physical facilities for the maintenance and secure transport of the same; and

WHEREAS The Strategic Petroleum Reserve Act authorizes the Prime Minister, as well as the Minister of Reconstruction and Infrastructure, to issue Ministry Directives in order to ensure the proper implementation of the Act; and

WHEREAS Article 2 of The Statutory Instruments Act provides, "Acts of a Minister of Her Majesty's Government providing for regulations of a general or permanent character in implementation or execution of constitutional or statutory powers, shall be promulgated in the form of Ministry Directives. Each Ministry Directive shall take effect upon signature of the respective Minister, as applicable. Two or more Ministers may promulgate a Joint Ministry Directive if circumstances warrant. 1. Physical facilities for the Strategic Petroleum Reserve are hereby established in [redacted] and [redacted].

2. Plans for these physical facilities shall be implemented, and refined further by this Ministry, as found necessary.

3. Construction of these physical facilities and their supporting infrastructure shall begin immediately, subject to the direction of the Minister, utilizing Ministry assets, and private contractors as the Minister shall provide.

WHEREAS Her Majesty, by the same Proclamation was pleased to proclaim and charge the aforesaid Ministry with overseeing the task of rebuilding the national life on a better and more durable foundation, dealing specifically with construction, housing, transportation, infrastructure, demobilization plans, and labor relations, and

WHEREAS The National Road Infrastructure Act authorizes the Minister of Reconstruction and Infrastructure, to create a transport police and Highway Patrol to implement the aforesaid Act, under such rules and regulations as the Minister may provide, and

2. There is hereby created a Highway Patrol, to be headed by the Deputy Minister for Railways and Land Transportation.

3. The organization and management of these authorities are vested in the respective Deputy Ministers, who are authorized to issue Regulations not in conflict with law or Ministerial Directives, with such Regulations subject to approval or modification of the Minister, in the exercise of Ministerial Prerogative.
