ORDERS IN COUNCIL
At the Court at Bellesea Palace, 29 November 2017

WHEREAS the Constitution of the Kingdom of the Union of Caputia empowers Her Majesty to legislate personally by Royal Proclamation or other Instrument at times when Parliament cannot be summoned:

Therefore, the Queen’s Most Excellent Majesty in Council does by this instrument order that the presents hereto attached establishes regulations for the foundation and creation of political parties in the Kingdom of the Union of Caputia, be gazetted with immediate effect:

THE QUEEN to all Our loving subjects whatsoever to whom these presents shall come, greeting:

WHEREAS We did, by Letters Patent bearing date at Zalae of 21st November 2017, grant our Royal Assent to an Act of Parliament called the Constitution Act, 2017:

AND whereas throughout our Travels We have been called upon by Our Beloved People, and by the Grand Vision of Zalae, granted unto me by Bous and his Daughter and Holy Prophetess in the Seas Melusine, to create a church that honors the teachings and precepts of the Melusinian Faith:

LET IT BE KNOWN therefore that it is now Our will and pleasure to so constitute the following Church of Caputia Act as Law of Our Realm:

CHURCH OF CAPUTIA ACT, 2017

A BILL to establish a Church of Caputia to provide for the spiritual welfare of its citizens and for other purposes.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Privy Council assembled, and by the authority of the same, as follows:

SECTION I. CITATION.
This Bill may be cited for all purposes as “Church of Caputia Act, 2017.”

SECTION II. ESTABLISHMENT OF THE CHURCH OF CAPUTIA.
1. The Church of Caputia is hereby established to tend to the spiritual welfare of the citizens of the Kingdom of the Union of Caputia as the official established Church of the Realm.
2. The Church of Caputia shall adhere to the faith of Bous and his Prophetess Melusine, known as the Melusinian Faith or the Cult of Melusine, but shall minister to the spiritual needs of all of its citizens, regardless of religious practice or belief.
3. Her Majesty the Queen shall in council shall make all appointments of the Archbishop and Bishops of the Church.
4. All different religious beliefs shall be respected and tolerated within the Kingdom of the Union of Caputia. The rights of all citizens to practice their religious beliefs freely and independently of the Church of Caputia shall be respected.

SECTION III. GOVERNANCE AND APPOINTMENTS TO THE CHURCH OF CAPUTIA.
1. The day to day operations of the Church of Caputia shall be overseen by the Archbishop of Zalae, who shall be appointed by His Majesty in Council.
2. The Archbishop of Zalae may be assisted by up to three bishops, who shall be subordinate to the Archbishop of Zalae.
3. The Archbishop of Zalae may ordain additional priests to assist in providing for the spiritual welfare of the citizens of the Kingdom of Caputia, and with the General Synod may set requirements for ordination.
4. A General Synod shall be constituted to oversee the long-term development of the Church of Caputia and shall have the power to promulgate official doctrine, teaching, instruction, prayer books, and other essential functions.
5. The General Synod shall consist of the Archbishop of Zalae, all the Bishops of the Church of Caputia, all ordained priests, as well as at least one lay person who is enrolled in the Church of Caputia, if applicable.
6. The General Synod shall meet when convoked by the Archbishop of Zalae or by His Majesty in Council.
7. The General Synod shall meet at least once a year.
8. The General Synod shall have the power to create canons for the Governance of the Church of Caputia.
9. Parliament shall have the power to override any decision taken by the General Synod.

SECTION IV. MEMBERSHIP IN THE CHURCH OF CAPUTIA.
1. Membership and participation in the Church of Caputia shall be completely optional for any Caputian citizen.
2. Any Caputian citizen wishing to join the Church of Caputia shall make application to the Archbishop of Zalae, or any other bishop, and shall be immediately enrolled as a registered member of the Church.
3. Registered members of the Church may not be removed except by a vote of the General Synod.
4. A member of the Church of Caputia may resign their membership at any time by submitting the resignation to the Archbishop of Zalae.

SECTION V. COMMENCEMENT.
This legislation and all the provisions therein shall come into force upon receiving the Royal Assent.

AND FOR THE GREATER VALIDITY AND TESTIMONY THEREOF, We do command that there be affixed hereto the Great Seal of Our Kingdom of the Union of Caputia:

AND WE DESIRE that these Presents become effective immediately; that what is decreed by these Presents be scrupulously observed by those whom they concern and that these Presents attain the purpose for which they are issued:

AND THAT THE EFFICACY of these Presents may not be obstructed by contrary prescriptions of any kind, We herewith abrogate all such prescriptions:

THEREFORE, if anyone, no matter what his authority, shall either knowingly or unknowingly act contrary to what We have by these Presents ordained and decreed, We command that such acts be considered entirely null and void. Moreover, no one may lawfully efface or destroy these documents of Our will; indeed, to copies of these Presents and extracts therefrom, which bear the seal of an Officer of the Crown and the signature of a public notary, there is to be accorded the very same credence that would be given to these Presents themselves if they were exhibited:

AND SHOULD ANYONE CONDEMN or in any manner whatsoever detract from these Presents, let him know that he thereby subjects himself to the penalties established by law for those who do not fulfill the commands of the Sovereign.

IN WITNESS whereof We have caused these Our Letters to be made Patent.

WITNESS Ourself at Bellesea Palace this Twenty-Ninth day of November in the year of Our Lord Two Thousand and Seventeen, the First Year of Our Reign.
